From strategy to execution: Delivering a comprehensive digital transformation investment plan
We prepared a comprehensive three-year Digital Transformation Investment Plan that seamlessly integrated into the full Integrated Care Board (ICB) Plan, driving digital transformation and delivering exceptional value to the ICB.
The Lancashire and South Cumbria ICB Digital Leadership Team engaged the NHS Midlands and Lancashire CSU Digital Transformation team to prepare a comprehensive three-year Digital Transformation Investment Plan. The goal was to ensure that the digital plan would seamlessly integrate into the full ICB Plan.
We worked closely with key stakeholders, including digital and programme leadership, clinicians, and representatives from the integrated care system, the five integrated care partnerships (ICPs), primary care, community health, local government, the voluntary, community, faith and social enterprise sector, academia, and the NHS England (NHSE) regional digital transformation team.
The team began by refreshing the three-year digital strategy, which was linked with NHSE initiatives, including What Good Looks Like, Who Pays for What, Who Does What, Putting Data, Digital and Technology at the Heart of Transforming the NHS, and the nationally provided Place Development Programme.
They collaborated with stakeholders to identify potential initiatives, priorities, and related funding sources. The team also considered other contextual documents, such as Core 20 plus 5, ICB operational plans, ICP digital and clinical plans, social care plans, sustainability, NetZero, and green targets.
A comprehensive portfolio of projects and programmes with a high-level timeline.
A detailed written Digital Transformation Investment Plan with plans aligned to the ICS digital strategic pillars:
- A full review of the technical architecture and financial plan
- Consideration of risk to delivery and suggested mitigations
- Conclusions and appendices, including an adaptive philosophy to delivery, key documents and references; programme overviews
- An overview presentation pack for stakeholder playback and approvals
- A headline summary of the project management capability and recommendations for further development.
The plan was designed as a living document that set the foundation for investment, implementation, portfolio management, assurance, and benefits realisation. With a focus on adaptive philosophy to delivery and considering risks, the plan successfully delivered a detailed roadmap that would drive digital transformation, improve operational efficiency, and deliver exceptional value to the ICB.
The assistance provided by MLCSU gave invaluable support to the Lancashire and South Cumbria digital team, to complete a comprehensive system-wide Digital Transformation Investment Plan. This is now being used to underpin a new ICB digital and data strategy in the next financial year.
