We successfully guided the organisational change process for an integrated care board, aligning its workforce with the long-term vision and ensuring seamless implementation despite significant challenges. 

Background 

Integrated care boards (ICB) became a statutory body on 1 July 2022, appointing all executive and non-executive board roles and introducing a new senior leadership team. NHS Midlands and Lancashire’s (NHS ML) Organisational Development team was approached to ensure that the organisation and its workforce were aligned with the vision for the next decade.

Action 

To achieve alignment with the ICB’s long-term vision, several key steps were undertaken: 

– Defined the evolving role of the integrated care board and system. 

– Ensured people resources were aligned to deliver the 5-year forward plan. 

– Promoted greater system working across the region and with neighbouring ICBs. 

– Enabled greater collaboration across the wider region. 

– Embedded new responsibilities delegated from NHS England into the operating model. 

The ICB commenced a consultation process to align the organisation with these principles, engaging NHS ML to support the organisational change process. 

Impact 

Working within a tight timeframe, NHS ML collaborated closely with the executive leadership team to mobilise a comprehensive organisational change programme, ensuring the ICB workforce is fit for purpose. Despite the inherent challenges of organisational change, NHS ML successfully guided senior management through the process, advising on significant challenges and risks and working with local teams to provide seamless administrative support. NHS ML leveraged existing knowledge and skills, adapted to policy variances and navigated each stage of the process collaboratively with the organisation and in consultation with teams and union colleagues.
