We introduced a brand-new management process for domiciliary care placements to benefit both patients and providers, successfully implementing provision across Staffordshire.

Background

Clinical commissioning groups in Staffordshire wanted to address the lack of a contractual structure for Health-Funded packages of care with Domiciliary Care Agencies. The aim was to move to a robust contractual structure with quality of care for patients and value for money for the CCGs. ​

Action

We scoped what was required, engaging with key stakeholders and providers and worked with technology partners, adam, to deliver:​

  • new policy and process documents​
  • new procurement and associated provider contracts​
  • performance and price benchmarking ​
  • system configuration incorporating agreed processes and policies​
  • electronic invoicing and payment process ​
  • migration and loading of existing package data​
  • training of all system users​
  • management of information and reporting design and configuration.

Impact

The new process of domiciliary care placements delivered benefits for patients, CCGs and providers:​

  • provider insurance – set level of cover and easy management of expirations​
  • provider CQC compliance details recorded, updated and monitored through adam
  • clear overview and tailored reports of all patients and the services they receive​
  • easy communication with provider market as a whole or individually​
  • efficient process – agencies only receive requirements within their postcodes ​
  • provider contracts managed in one central location​
  • automated invoicing – providers are paid within 30 days, financial disputes are avoided, finance teams save time.​​

Up to 140 providers who hold domiciliary care packages were actively engaged with the platform.​ With this development we have now implemented adam’s full commissioning solution in Staffordshire:​

  • care and support planning​
  • e-brokerage and provider sourcing ​
  • e-contracting and placement management​
  • integration with case management system and finance systems​
  • e-invoicing and payment process​
  • supplier relationship management module​
  • interactive and real-time reporting tools​
  • dedicated user support and training​
  • data analysis and stakeholder engagement teams
